Archbishop asks for pardon for prisoners

He has also asked that similar consideration be given to persons charged with minor offences held on remand for a long time noting that the Catholic Church throughout the world was celebrating the Jubilee Year of Mercy (December 8, 2015 to November 20, 2016).

It was reported in a Catholic News article that Harris’ proposals were made known in a letter read out in some parishes last week. In the letter, Harris said, “We as a corporate citizen in this republic desire as well from the Lord, for our country, in this year of divine favour, a national proclamation of mercy.” When contacted yesterday, Minister in the Office of the Attorney General and Legal Affairs Stuart Young, said he was pleased to say that the Government had already begun conversations with those in authority with respect to the judicial system and the prosecutorial arm to look at persons who are incarcerated and on remand for minor offences.

“With respect to the Mercy Committee and Presidential Pardon this government is on record saying that we will uphold and enforce the law and those specific provisions in the law,” he said.

Section 88 of the Constitution makes provision for the Advisory Committee on the Power of Pardon, also known as the Mercy Committee.

It comprises the National Security Minister, the Atto rney General and the Director of Public Prosecutions and four members of civil society. Under Sub Section 87, the President is empowered to grant “any person a pardon, either free or subject to lawful conditions, respecting any offences that he may have committed.”
